TEAM releases nine-plank platform for Vancouver’s October 17 election

TEAM for a Livable Vancouver released its full 2026 election platform on October 8, organized around nine major planks the party says would set its priorities if elected on October 17. According to TEAM, the nine planks are Respect for Neighbourhoods; Services. Stability. Safety. Guarantee; A Stronger Voice for Neighbourhoods; Restoring Order to Our City: Public Safety and Recovery Plan; Better Parks and Recreation for Everyone; A Local Economy that Works for Residents; Local Environment Action Plan; DTES Audit; and the Accountable Government Action Plan.

On taxes and spending, the platform pledges that annual property-tax increases would not exceed inflation, paired with a comprehensive line-by-line review of City spending and priority funding for core municipal services, according to the party.

On planning and representation, TEAM says it would repeal the current city-wide Official Development Plan and replace it with neighbourhood-based planning. The platform also proposes replacing Vancouver’s at-large system for councillors with a ward system, with the change targeted for the 2030 civic election; the mayor, park board and school board would continue to be elected citywide.

The platform pledges permanent protection for currently unprotected parkland, restoration of an independent elected Park Board, and a policy against using existing public parkland for industrial or corporate infrastructure. On public safety, TEAM’s plan centers on treatment and recovery, including a pathway connecting people struggling with addiction to detox, treatment and longer-term recovery services, according to the release.

For local business, the platform includes a $4-million Neighbourhood Shopping Streets Revitalization Fund aimed at historic storefronts, independent businesses, public spaces and commercial districts.

The final plank, the Accountable Government Action Plan, calls for a stronger independent Auditor General and Integrity Commissioner, a public lobbyist registry, public registers for community amenity contributions and development cost levies, fewer in-camera meetings, public staff briefings to council, and a searchable housing and development dashboard that distinguishes projects that are proposed, approved, under construction and completed. The full platform is posted at voteteam.ca/platform. TEAM’s mayoral candidate is former Vancouver city councillor Colleen Hardwick. Eight candidates appear on Vancouver’s final mayoral ballot.
