Annis pitches $555M Cloverdale Fairgrounds plan with aquatic centre, exhibition hall

Updated:

SURREY, B.C. - Surrey First mayoral candidate Linda Annis announced in the Surrey First platform released October 6 a $555-million plan to turn the Cloverdale Fairgrounds into a regional sport, entertainment and shopping destination, calling it 88 years overdue.

Annis said in the platform that if elected mayor October 17, she would build a multi-sport event and aquatic centre ($350 million), a trade and exhibition centre ($150 million), a new curling rink ($37 million) and a vintage truck museum ($18 million) on the 100-acre site.

“The Cloverdale Fairgrounds have been waiting for a plan since 1938,” Annis said. “The 100-acre site is the most unique of its kind in Metro Vancouver, and it’s time to start building the future the community has been hoping for.”

According to the Surrey First platform, the aquatic centre would be modelled after the Langley Events Centre but with a 50-metre competition pool instead of an ice rink. The 150,000-square-foot trade and exhibition centre would be larger than Abbotsford’s TRADEX and give the annual Cloverdale Rodeo an indoor home.

Annis also proposed a themed downtown Cloverdale similar to Fort Langley, with fast approvals and tax incentives, plus support for a hotel at the Elements Casino site.

She said public-private partnerships and new commercial space along 176 Street would help fund the projects.

Annis is running for mayor of Surrey in the October 17 municipal election as the Surrey First candidate.

This story is based on the Surrey First platform released October 6. Apna News has not independently verified the cost estimates or feasibility. No response from other mayoral candidates was included in the platform.

Correction (October 16, 2026): An earlier version described the plan as “unveiled Wednesday” based on a media release; the story now attributes the proposal to the Surrey First platform released October 6. The design comparisons (Langley Events Centre, Abbotsford’s TRADEX) and the Cloverdale Rodeo claim are now attributed to the Surrey First platform.
