Cartmell takes a sports and business resume to Victoria

Cartmell, a brand strategist and community sport builder, is the CEO of the BC Sports Hall of Fame and Museum, a non-profit accountable to a 23-member board. In that role he expanded a youth education program that reaches classrooms across British Columbia and raised the funding for the Hall’s Indigenous Sport Gallery, bringing the stories of 40 First Nations and Metis athletes, coaches and builders to audiences across the province. He also chaired business and community engagement for the 102nd Grey Cup Festival in Vancouver, and from 2016 to 2018 served on Capilano University’s Board of Governors, where he chaired the Investment Committee.

Before the Hall of Fame, Cartmell spent 14 years at TELUS, most recently as Senior Director of Strategic Initiatives, Partnerships and Government Relations, where he led national teams and budgets and negotiated $51 million in partnerships and investments. He went on to run the Western Canadian division of Canada’s largest event rental company, employing more than 100 British Columbians through peak seasons. In Surrey, he is Vice President of the Surrey 2027 55+ BC Games Host Society, which is preparing to welcome thousands of participants and visitors to the city next September.

Cartmell and his wife, Leslie, have made Surrey home since 2012. They are raising a young son who plays competitive minor hockey, and their two adult sons are building careers in engineering and the Canadian Armed Forces Reserves.

An open seat in a riding decided by 506 votes last time

Surrey-Cloverdale was an open seat this election, and a close one in recent history. In 2024, Conservative Elenore Sturko won the riding with 10,268 votes, or 48.31%, against NDP incumbent Mike Starchuk’s 9,682 votes, or 45.56%, a margin of just 506 votes. Neither ran here this time: Sturko contested Surrey South for CentreBC, the party she now leads, and Starchuk did not seek re-election. Cartmell’s 52.47% share in the preliminary count runs ahead of the 48.31% the Conservatives took in the riding in 2024.

McCutcheon, running again for the Greens, has improved on his 2024 showing in share terms, sitting at 7.53% in the preliminary count compared with the 5.41% and 1,150 votes he took last time.

What a Conservative MLA means for Cloverdale

Cloverdale is one of Surrey’s oldest neighbourhoods and one of its fastest-changing. The Cloverdale Town Centre along 176 Street is the commercial heart of the riding, and the Cloverdale Fairgrounds and rodeo grounds a few blocks away anchor the city’s events calendar each year. Growth spilling over from Clayton, directly to the east, keeps pushing young families into the riding’s eastern edge, and with them demand for school seats, family doctors, road upgrades and transit along the Fraser Highway corridor.

Cartmell will carry those files into a Conservative government caucus. The biggest provincial file in the riding is the new hospital planned for Cloverdale, alongside school construction for the Clayton growth area and provincial support for the Surrey Police Service. Cloverdale businesses and families will be watching the new government’s first budget to see what a Conservative majority delivers for Surrey classrooms, roads and clinics.

Conservatives form a majority government

Cartmell’s win is part of a province-wide Conservative victory. As of 10:46 p.m. PT, Elections BC’s preliminary results showed the Conservative Party of BC leading in 64 of 93 districts, the BC NDP leading in 27 and the BC Green Party in 2. A party needs 47 seats for a majority, and the Conservatives, led into the election by interim leader Lorne Doerkson, will form a majority government, ending nine years of BC NDP government. Conservative candidates led in all 10 Surrey ridings late Saturday night.
