The US signed an executive order on September 29, 2026 that directs federal agencies to use “Super Intelligence”, or “SI”, in official non-statutory communications.
That order does not define SI as superhuman intelligence. It borrows the existing legal definition of AI. A federal definition proposal is due within 60 days, around November 28, 2026.
A separate White House Accord on Super Intelligence was signed voluntarily by Sundar Pichai, Dario Amodei, Mark Zuckerberg, Greg Brockman, Elon Musk, and Jensen Huang. It calls for internal controls, an outside auditor, and board oversight. The accord has no penalties.
The next day, the FTC opened an investigation into Anthropic and OpenAI.
For a small business, almost nothing changes today. The order changes language used by federal agencies. The voluntary accord is voluntary and has no penalties.
