The Sept. 29, 2026 executive order directs federal agencies to use “Super Intelligence” and “SI” in official non-statutory communications. It does not define SI as superhuman intelligence and borrows the existing legal definition of AI. A separate voluntary White House Accord was signed with Sundar Pichai, Dario Amodei, Mark Zuckerberg, Greg Brockman, Elon Musk, and Jensen Huang. The accord describes internal controls, an outside auditor, and board oversight, with no penalties. A federal proposal for an SI definition is due within 60 days, around Nov. 28, 2026. On Sept. 30, 2026, the FTC opened an investigation into Anthropic and OpenAI; the order did not cause that investigation.
