The result is a rematch of the 2024 election, when Tepper took the seat from Sims in one of Surrey’s closest races. Sims represented Surrey-Panorama from 2017 to 2024 and is a former provincial cabinet minister, while Tepper went into this election as the incumbent MLA. This time the margin was decisive: Tepper won close to three of every five votes cast in the riding, and his 3,689 vote lead is more than ten times his winning margin in 2024.
A former Mountie returns to Victoria
Tepper has lived in Surrey for two decades, residing in Ocean Park with his wife Rona, and spent his career as an RCMP officer, with the last 10 years served in Surrey. During his policing career he led a watch in District 3, which covers the Newton and Panorama area, and served as treasurer of the Mounted Police Professional Association of Canada. First elected in 2024, he has served as the Conservatives’ critic for community safety and integrated services, and now returns to Victoria as part of a government caucus for the first time.
What it means for Panorama residents
Surrey-Panorama covers the area immediately north of the Panorama Ridge neighbourhood, running west to the Delta border and south to Highway 10. For residents of Panorama Ridge and the surrounding neighbourhoods, the result means their provincial representative now sits on the government side of the legislature, with a direct line into the cabinet that will set spending on Surrey’s biggest files. Local issues residents raised through the campaign included community safety and the Surrey Police Service transition, traffic on Highway 10 and the Scott Road corridor, and school and health care capacity in one of the fastest growing parts of Surrey. Tepper’s policing background made community safety the centrepiece of his first term, and Panorama voters will be watching whether a Conservative government delivers on it.
Conservatives form a majority government
Surrey-Panorama is one of the seats behind a province-wide Conservative victory. As of 10:49 p.m. PT, Elections BC’s preliminary results showed the Conservative Party of BC leading in 64 of 93 districts, ahead of the BC NDP at 27 and the BC Greens at 2, well past the 47 seats needed for a majority. The party, led into the election by interim leader Lorne Doerkson, will form a majority government, ending the BC NDP government that began in 2017. NDP leader David Eby announced Saturday night that he will resign as party leader.
