Randhawa’s Conservatives demand McCallum clarify ties to businessman in $1M court claim

SURREY, B.C. - The Conservative Party of Surrey has published a media release asking mayoral candidate Doug McCallum to clarify his relationship with businessman Bahadur “Bob” Cheema and his knowledge of a $1 million civil claim involving Stewart Environmental Ltd.

The release, posted to Instagram on October 14 by the account of Conservative mayoral candidate Honveer Singh Randhawa, points to a Notice of Civil Claim filed in the BC Supreme Court on March 19, 2026. In the claim, Stewart Environmental Ltd. alleges that Cheema falsely represented that he owned office space and had authority to sell it, inducing the company to provide a $1,000,000 bank draft in March 2024, and that the funds were then misappropriated for properties in Vancouver and Squamish.

The claim seeks damages for what it describes as fraudulent misrepresentation, conversion and unjust enrichment, along with constructive trusts and aggravated and punitive damages. The allegations have not been tested in court, and no findings have been made against Cheema.

The release also includes screenshots of what it describes as a LinkedIn post announcing McCallum’s appointment in 2025 as a Senior Advisor at ENKON Environmental Ltd., an employment reference, and BC Registry records. Apna News has not independently verified those documents.

With the municipal vote set for October 17, the release calls on McCallum to tell voters what his relationship with Cheema is and whether he knew about the civil claim before today.

Apna News contacted the McCallum campaign and the Conservative Party of Surrey for comment on October 14, with a 5 p.m. deadline. Neither responded by publication time.
