SURREY, B.C. - RCMP Chief Superintendent Mandeep Mooker has been appointed chief officer of the Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC), the province’s anti-gang and organized-crime unit headquartered in Surrey, the unit’s Board of Governance announced on Thursday.

Mooker joins CFSEU-BC from the RCMP, where he was the Officer in Charge of the Integrated Homicide Investigation Team (IHIT). During his tenure, he led a significant expansion of IHIT, growing the team from 110 to 164 employees, strengthening its investigative capacity and its ability to respond to increasingly complex homicide investigations throughout British Columbia.

“Chief Superintendent Mooker brings a proven track record of leadership, operational excellence, and an unwavering commitment to public safety,” said Assistant Commissioner Will Ng, Acting Commanding Officer of the BC RCMP. “His experience leading complex, multi-jurisdictional investigations and delivering meaningful outcomes makes him exceptionally well suited for this role. Under his direction, CFSEU-BC will continue to lead the way in disrupting gang activity and keeping communities safe.”

It is a return to the unit for Mooker, who previously served with CFSEU-BC. “Having previously served with CFSEU-BC, Chief Officer Mooker knows first-hand the complexity and relentless focus required to dismantle organized crime in this province,” said Mark Reder, Chair of the Organized Crime Agency of BC (OCABC). “His return to the team gives us complete confidence that CFSEU-BC will maintain momentum and keep pressure on those who threaten the safety of British Columbians.”

Mooker brings more than 23 years of policing experience. He began his RCMP career at Burnaby Detachment in 2003 before joining IHIT in 2008, and he joined CFSEU-BC in 2017, progressing through senior leadership roles including Program Support NCO, Performance Officer and Investigations Officer. At CFSEU-BC, he led initiatives that established several specialized capabilities, including the Anti-Trafficking Task Force, the Counter Proliferation Unit, the Criminal Records Review Unit and a dedicated Wellness Coordinator position supporting employees across the province.

“I am both humbled and honoured to have been selected as the chief officer of the Combined Forces Special Enforcement Unit of British Columbia,” Mooker said. “CFSEU-BC brings together sworn officers and civilian professionals from different partner agencies into the largest integrated police agency in Canada. This team is deeply committed to dismantling and supporting the prosecution of organized crime groups. I share that commitment.”

CFSEU-BC is Canada’s largest integrated police unit, with more than 450 sworn and civilian positions drawn from 13 policing agencies. In addition to its Surrey headquarters, it has district offices in Victoria, Kelowna and Prince George. Its mandate is to target, investigate, prosecute, disrupt and dismantle the organized crime groups and individuals that pose the greatest risk to public safety through gang violence.
